Πρωτάθλημα Μεσογείου Νεανικών Κατηγοριών 2018 - Mediterranean Youth Chess Championships 2018

Προκήρυξη

Το «Πρωτάθλημα Μεσογείου Νεανικών Κατηγοριών 2018» θα διεξαχθεί στα Χανιά από 3 έως 9 Σεπτεμβρίου 2018 σε ενιαίο όμιλο από τον οποίο θα ανακηρυχθούν οι νικητές και νικήτριες στις κατηγορίες Όπεν και κοριτσιών U8, U10, U12, U14, U16 και U18.

Διοργανωτές των αγώνων  είναι ο Α.Ο. Κύδων Χανίων και  η Mediterranean Chess Association – MCA, υπό την αιγίδα της Ελληνικής Σκακιστικής Ομοσπονδίας. Συνδιοργανωτές είναι η Περιφέρεια Κρήτης, ο  Δήμος  Χανίων και το ΕΑΚ Χανίων.

Οι αγώνες θα διεξαχθούν στα Χανιά της Κρήτης στο Εθνικό Στάδιο Χανίων.

Δικαίωμα συμμετοχής

Κάθε σκακιστική Ομοσπονδία μπορεί να δηλώσει  τον αριθμό των σκακιστών και σκακιστριών που επιθυμεί στις κατηγορίες κάτω των 8, 10, 12, 14, 16 και 18 ετών. Δικαίωμα συμμετοχής έχουν όλοι οι σκακιστές και σκακίστριες που δεν έχουν κλείσει τα 8, 10, 12, 14, 16 και 18α γενέθλια τους  πριν την 1η Ιανουαρίου του 2018 στις αντίστοιχες κατηγορίες.

Aναστέλλεται η συμμετοχή σκακιστή/τρια,  που θα δηλωθεί κατά λάθος σε μικρότερη κατηγορία από αυτή που καθορίζει η ημερομηνία γέννησης, μέχρι τη διόρθωση της κατηγορίας του.

Πρόσβαση στον χώρο των αγώνων θα έχουν μόνο όσοι έχουν αντίστοιχη διαπίστευση από την Οργανωτική Επιτροπή.

Δήλωση και παράβολο συμμετοχής

Οι δηλώσεις συμμετοχής λήγουν στις 3 Αυγούστου 2018 και επιβεβαιώνονται με παράβολο συμμετοχής 50€. Οι δηλώσεις συμμετοχής γίνονται προσωπικά από τους συμμετέχοντες.  Οι Ομοσπονδίες θα δηλώσουν όσους σκακιστές θα φιλοξενηθούν με βάση την προκήρυξη των αγώνων.  Όλοι οι αγωνιζόμενοι πρέπει να έχουν αριθμό μητρώου FIDE. Μετά την λήξη της ημερομηνίας δήλωσης συμμετοχής οι διοργανωτές έχουν το δικαίωμα να αρνηθούν την συμμετοχή σκακιστή. Σε περίπτωση που γίνει αποδεκτή η  εκπρόθεσμη συμμετοχή του σκακιστή ή σκακίστριας μετά τις 3 Αυγούστου 2018 το παράβολο συμμετοχής διπλασιάζεται.

Οι Έλληνες/ίδες σκακιστές που επιθυμούν να πάρουν μέρος στους αγώνες πρέπει να το δηλώσουν στην ΕΣΟ και την Οργανωτική Επιτροπή των αγώνων.

Το παράβολο συμμετοχής πρέπει να κατατεθεί στην ALPHA BANK στον αριθμό λογαριασμού :

Έξοδα μετακίνησης

Τα έξοδα μετακίνησης των δυο σκακιστών που θα  εκπροσωπήσουν κάθε χώρα, θα καλυφθούν από τις αντίστοιχες ομοσπονδίες.

Διαμονή και διατροφή

Οι διοργανωτές θα προσφέρουν  δωρεάν διαμονή και διατροφή στις πρώτες 12 δηλώσεις συμμετοχής αγοριών και στις 12 πρώτες συμμετοχές κοριτσιών. Κάθε ομοσπονδία που θα δηλώσει συμμετοχές στους αγώνες μπορεί να έχει το ανώτερο δύο δωρεάν συμμετοχές,  για ένα αγόρι και ένα κορίτσι.

Οι φιλοξενούμενοι θα μείνουν σε δίκλινα δωμάτια στο Μεσογειακό Αγρονομικό Ινστιτούτο Χανίων (Μ.Α.Ι.Χ.). Κάθε άλλος σκακιστής ή συνοδός, μπορεί να επιλέξει ελεύθερα το μέρος διαμονής του.

Κανονισμοί αγώνων

Χώρος αγώνων

Οι αγώνες θα διεξαχθούν στο κλειστό γυμναστήριο του Εθνικού Σταδίου Χανίων.

Σύστημα αγώνων

Αγόρια και κορίτσια θα αγωνισθούν σε ένα ενιαίο τουρνουά. Αυτό θα προσφέρει μεγαλύτερες δυνατότητες για αξιολόγηση και νόρμες. Τα πρωταθλήματα θα διεξαχθούν σύμφωνα με τους κανονισμούς της FIDE, όπως αυτοί θα ισχύουν την ημέρα έναρξης. Οι αγώνες θα γίνουν με ελβετικό σύστημα 9 γύρων. Ο χρόνος σκέψης θα είναι 90 λεπτά για όλη την παρτίδα συν 30 δευτερόλεπτα ανά κίνηση για κάθε παίκτη. Οι αγώνες θα γίνουν με  DGT ρολόγια. Οι κληρώσεις θα γίνουν με το πρόγραμμα Swiss Manager. Οι κληρώσεις θα γίνονται αμέσως μετά την ολοκλήρωση κάθε γύρου και θα αναρτώνται στην ιστοσελίδα των αγώνων, μπροστά από την αίθουσα των αγώνων και άλλους χώρους.

Κριτήρια ισοβαθμίας

Σε περίπτωση ισοβαθμίας τα κριτήρια άρσης ισοβαθμίας είναι κατά σειρά τα εξής :

(α) Το μεταξύ τους αποτέλεσμα ( σε περίπτωση που όλοι οι ισόβαθμοι σκακιστές έχουν παίξει μεταξύ τους)

(β) Μέντιαν-Μπούχολζ

(γ) Μπούχολζ

(δ) Μεγαλύτερος αριθμός νικών με μαύρα (αγώνες που δεν παίχθηκαν μετράνε ως νίκη με λευκά)

(ε) Μεγαλύτερος αριθμός νικών

Υποβολή ενστάσεων

Ο πρόεδρος και τα δύο ακόμη μέλη της επιτροπής ενστάσεων θα ανακοινωθούν πριν την έναρξη των πρωταθλημάτων.

Οι ενστάσεις για τις αποφάσεις του επικεφαλής Διαιτητή και των βοηθών του, υποβάλλονται γραπτώς στον πρόεδρο της Επιτροπής ενστάσεων εντός 15 λεπτών από την λήξη της παρτίδας ή από την ανακοίνωση της κλήρωσης. Η ένσταση πρέπει να συνοδεύεται με το ποσόν των 200 € το οποίο καταβάλει ο ενιστάμενος. Αν η ένσταση γίνει δεκτή, το ποσόν των 200€ επιστρέφεται. Αν ή ένσταση απορριφθεί τα χρήματα θα αποδοθούν στην Οργανωτική Επιτροπή των αγώνων. Οι αποφάσεις της Επιτροπής Ενστάσεων είναι αμετάκλητες.

Βραβεύσεις

Όλοι οι συμμετέχοντες θα πάρουν αναμνηστικό δίπλωμα συμμετοχής των αγώνων. Οι τρεις πρώτοι νικητές και νικήτριες σε κάθε κατηγορία θα λάβουν κύπελλα, μετάλλια και αντίστοιχα διπλώματα. Οι συμμετέχοντες μπορούν να διεκδικήσουν μόνο ένα τίτλο. Σε περίπτωση που μπορούν να διεκδικήσουν περισσότερες κατηγορίες θα τους ζητηθεί να αποφασίσουν τον τίτλο που επιθυμούν,  κατά την σειρά στην οποία βρίσκονται στην γενική βαθμολογία του τουρνουά.

Επιπλέον κανόνες

(α) Οι σκακιστές δεν προβαίνουν σε ενέργειες που προσβάλουν το άθλημα.

(β) Μετά την λήξη του παιχνιδιού οι σκακιστές ανακοινώνουν το αποτέλεσμα στον διαιτητή και υπογράφουν τα παρτιδόφυλλα τους.

(γ) Η ανάλυση δεν επιτρέπεται στο χώρο των αγώνων.

(δ) Κατά τη διάρκεια του αγώνα οι σκακιστές δεν επιτρέπεται να πηγαίνουν στον χώρο αναλύσεων.

(ε)Οι σκακιστές που έχουν ολοκληρώσει τις παρτίδες τους θεωρούνται θεατές και δεν έχουν την άδεια να παραμένουν στο χώρο των αγώνων

(στ) Οι σκακιστές δεν επιτρέπεται να έχουν κινητό τηλέφωνο μαζί τους, στον χώρο των αγώνων. Αν καταστεί εμφανές ότι σκακιστής έχει μαζί του κινητό τηλέφωνο, χάνει το παιχνίδι. Ο αντίπαλός του παίρνει τον βαθμό της νίκης. Ο διαιτητής μπορεί να απαιτήσει τον έλεγχο των ρούχων, της τσάντας ή άλλων αντικειμένων που έχει μαζί του ένας σκακιστής, σε ιδιωτικό χώρο. Ο έλεγχος γίνεται από διαιτητή ίδιου φύλου με τον ελεγχόμενο. Αν ο σκακιστής/ρια αρνηθεί να συνεργασθεί ο διαιτητής θα λάβει τα μέτρα σύμφωνα με το άρθρο 12.9 από τους κανονισμούς του σκακιού.

(ζ) Φωτογραφίες με φλας μπορούν να λαμβάνονται μόνο τα 10 πρώτα λεπτά από την έναρξη του κάθε γύρου.

(η) Θεωρείται ότι όλοι οι συμμετέχοντες σκακιστές έχουν διαβάσει και αποδέχονται τους κανονισμούς των αγώνων.

(θ) Μόνο οι σκακιστές και οι διαιτητές μπορούν να παραμένουν στο χώρο των αγώνων, εκτός όσων έχουν την άδεια του επικεφαλής διαιτητή.

(ι) Εφ’  όσον ένα παιχνίδι βρίσκεται σε εξέλιξη ο σκακιστής μπορεί να μιλήσει μόνο προς τον αντίπαλό του και τον διαιτητή της συνάντησης, όπως ορίζεται από τους κανονισμούς.

(κ) Το αγγλικό κείμενο της αυθεντικής έκδοσης των κανόνων του σκακιού της FIDE  (το οποίο υιοθετήθηκε στο 87ο συνέδριο της FIDE στο Μπακού του Αζερμπαϊτζάν και στη συνεδρίαση του Συμβουλίου στην Αθήνα) θα ισχύσει από 1ης Ιουλίου 2017.

(λ)Κάθε θέμα που δεν αναφέρεται στην παρούσα προκήρυξη αποφασίζεται από το συμβούλιο της MCA (Mediterranean Chess Association) σε συνεργασία με την οργανωτική επιτροπή.

General Regulations

Invitation

This is the official invitation to all national chess federations of the MCA (Mediterranean Chess Association) to participate in the Mediterranean Youth Championships 2018. The championships will be held in Chania, Crete in Greece. The dates are from 2 September (arrival) to 10 September 2018 (departure). The tournament will be played as one single event (mixed) with multiple titles.

The tournament is being organized and sponsored by the KYDON SPORTS CLUB. The co‐organizers for this tournament are: MEDITERRANEAN CHESS ASSOCIATION, in conjunction with KYDON SPORTS CLUB, the PREFECTURE of CRETE,  and the MUNICIPALITY OF CHANIA.

Participation

Each federation can register an unlimited number of players in each of the categories – under 8, 10, 12, 14, 16 and 18 (boys and girls).  A player must not have reached his 8th, 10th, 12th birthday, etc.., before January 1st of the year 2018.

A player registered in a lower category of age due to a mistake in specifying his/her birthday will have his/her registration suspended until rectification.

All persons, besides the players, shall be classified as Accompanying Persons.

Access to the playing areas, will be allowed only to persons accredited by the organizer.

Registration and Entrance Fees

The entrance and registration fee for each event is 50 euros. The deadline for the registration is August 3, 2018. Direct registration by players will be accepted. Players may also register through their Federation if this facilitates their task.  Incomplete registrations will not be accepted. All players or officials need to have a FIDE ID.

After the registration deadline, organizers reserve the right to refuse or decline late registrations or may impose a penalty of double entrance fees for each late registration. Late registration is possible only if there are extenuating circumstances and subject to the organizer’s acceptance.

Visa Information

People requiring visas as described in the Greek Ministry of Foreign Affairs website should send a passport copy to the organizer in order that a letter of invitation may be prepared. For those participants who would like to get entry visa in their respective countries, they should send the following information :

Hotel and Meals

The organizers are pleased to offer to the first twelve boys and first twelve girls to register, free accommodation, also on a full board basis, in double rooms, to the Mediterranean Agronomic Institute of Chania. This offer is restricted however to not more than two players from each participating Federation. Accompanying persons,  guests and extra players can choose their own hotel.

There is an offer for 14 triple rooms from Halepa hotel in Chania, Crete  https://www.halepa.com . In Halepa hotel, the players below the age of twelve will be hosted with a cost of 20 euro per person/ per day on a full board basis by the organizers as long as they are accompanied by a parent or authorized adult in triple rooms.  The price for the parent or authorized adult is 40 euro per person/per day on a full board basis.  This offer is limited to one child plus one adult only. The reservation in Halepa hotel has to be until 30 June 2018. After this date, the offer does not exist any more and the participants have to choose their own hotel.

Travel Information

The participants or their Federation must pay all the travel expenses. The Organizing Committee will provide transfer for all participants from Chania International airport to the hotel. The transport services will be available on 2 September 2018 (arrival) and 10th September 2018 (departure).

Technical Regulations

Boys and girls will participate in one joint tournament. This will give more opportunity for rating and norms. The Championships are organized under the FIDE Rules in the FIDE Handbook. The events will be conducted according to the Swiss System, 9 rounds. The time limit will be 90 minutes + 30 seconds increment per move for each player. The games will be played using DGT clocks.

Pairings will be made with Swiss Manager Software. Pairings will be announced as soon as possible after each playing round finishes, and will be posted, on the website, in front of the tournament hall and in other key areas.

Tie break criteria

a) the direct game/s between the tied players (only if all tied have played each other),

b) buchholz cut 1,

c) buchholz

d) the greater number of games with black (unplayed games count as played with white),

e) the greater number of wins

Appeals Committee

The Chairman and two members of the Appeals Committee will be announced before the start of the Championship.

Procedure Of Submission Of Appeals

Protests against the decisions of the Chief Arbiter must be submitted in writing within 15 minutes after the end of game or publication of pairings.

The protest must be accompanied by the payment of the amount of 200 euros as a deposit from the appellant. The money and appeal must be given to the Chairman of the Appeals Committee. If the appeal is granted, then this amount will be returned. If the appeal is rejected, then this deposit may be forfeited in favour of the Organizers of the Championship. An appeal must be submitted by the player or the head of the delegation.

The decisions of the Appeals Committee are final.

Prizes

Each participant will receive a certificate of participation. Winners will receive trophies, medals and respective titles. Participants can only win one title and in case of possible conflict, will required to chose according to their overall ranking.

Additional Rules

(a)  The players shall take no action that will bring the game of chess into disrepute.

(b)  After each game, the players will hand the original scores to the arbiter, signed by both of them.

(c)   Analyzing is not allowed in the playing hall.

(d)  During the game, the players are not allowed to go to the analysis room.

(e)  Players who have finished their games shall be considered to be spectators and are not allowed to stay in the playing area.

(f)   Players are asked not to bring any mobile phone into the playing hall. If it is evident that a player brought such a device into the playing venue, he shall lose the game. The opponent shall win.   The arbiter may require the player to allow his clothes, bags or other items to be inspected, in private. The arbiter or a person authorized by the arbiter shall inspect the player and shall be of the same gender as the player. If a player refuses to cooperate with these obligations, the arbiter shall take measures in accordance with Article 12.9.  of the Laws of Chess.

(g)  Flash photography may be used only in the first ten minutes of the each round games

(h)  We assume that all the players have read the Tournament Regulations and are obliged to obey them.

(I)   Only the players and arbiters shall be allowed in the actual playing area, except with the

expressed permission of the chief arbiter.

(j)    As long as a person’s game is in progress, a player may talk only to an arbiter or with his

opponent, as permitted by the Laws of Chess.

(k)  The English text is the authentic version of the Laws of Chess (which were adopted at the 87th FIDE Congress at Baku, Azerbaijan and 2017 FIDE Presidential Board in Athens) coming into force on 1 July 2017.

(l) Any matter not mentioned in the present Regulations shall be decided by the MCA Council, in conjunction with the organizing committee.
