Festival Regulations
1. Introduction
1.1. Festival Regulations of „International Chess Festival FISCA – Online (FISCA2020)” were created by64EDU Counsel SRL, the organizing company.
1.2. Mariana IONIȚĂ (FIDE International Organizer) is appointed by 64EDU Counsel asFISCA2020 Festival Organizer.
1.3. Christiansen Sava is appointed by 64EDU Counsel asFISCA2020 Festival Director.
1.4. The event management is performed by Festival Organizer Mariana IONIȚĂ FIDE International Organizer

1.5. The communication process regarding FISCA2020 will be conducted by email using the address academia@hannibal.ro, and through the official Facebook page https://www.facebook.com/FISCA.Romania/.
1.6. Any situation which is not covered by this document will be subject to the decision of the Festival Organizer, which isconsidered as final
2. Structure
2.1. FISCA2020 is a chess event consisting in 11 sections

2.2. All the games from A-D Tournaments are going to be played on ChessCOM, using simultaneously ZOOM and Skype, according to the procedures set within the present document.
2.3. All the games from E-K Tournaments are going to be played on ChessCOM, after the registration on the private club at the address https://www.chess.com/club/international-online-chess-festivalfisca2020
2.4. The pairing for A-D Tournaments is performed by Arbiters using Swiss-Manager and is published on www.chess-results.com, three hours prior to the opening of each round.
2.5. The pairing for E-K Tournaments is performed automatically by ChessCOM.
2.6. All players must declare their real name on ChessCOM account used to participate at FISCA2020.
2.7. First places in each event gain Tournament points according the following table.

2.8. The total amount of tournament points accumulated across the whole festival will gave at the end the ranking for the FISCA2020 Trophy.
2.9. For the A-D Tournaments, the tie-breaks are:
a) Medium Bucholz.
b) Sonneborn-Berger
c) Direct Encounter.
3. Schedule
3.1.The registrations for A-D tournaments are allowed using the form available on www.hannibal.ro and www.chess.com between 03.05 – 08.05.2020 (10:00 EEST).
3.2. The registrations for E-K tournaments are allowed using the form available on www.hannibal.ro and www.chess.com between 03.05 –17.05.2020 (18:00 EEST).
3.3. All the rounds of A-D Tournaments will start each day from 9 Maytill 17 May at 16:00 (EEST) / 06:00 (Pacific Time) / 15:00 (Paris Time) / 18:30 (India Time)
3.4. All the rounds of E-K Tournaments will start according to the schedule set below to this paragraph at 20:30 (EEST) / 10:30 (Pacific Time) / 19:30 (Paris Time) / 23:00 (India Time)

4. Registration
4.1. Registration on FISCA 2020 is a three steps process:
Step 1 – The participant fills and sends the form available on www.hannibal.ro, or
www.chess.com
Step 2 – The participant pays the fee according to the table set in Section 4.2. by debit/credit
card directly from the entry form, or by PayPal (contact through email first)
Step 3 – The participant request to join the private club FISCA2020 at ChessCOM

4.3. Following the registration confirmation, the participants will receive further and detailed
instructions through on email address.
4.4. Each player is encouraged to play the tournament correspondent to his age, however if someone wants to play in a superior age tournament, that player shall pay the double of the participation fee.
4.5. As an exception to the section 4.4, The Festival Organizer has the right to issue Wild Cards for the junior with outstanding results in previous important chess tournaments, to play D Tournament..
4.6. The participants for A-D tournaments which do not possess a FIDE ID, will have to prove their identity for finalizing the registration process, and play 20 blitz games on ChessCOM till 09.05.2020.
5. Prizes
5.1. The final ranking for each of the A-D Tournaments is the one published on www.chess-results.com.
5.2. The final ranking for each of the E-K Tournaments is the one published on ChessCOM following the final round of the events.
5.3. The winners of A-D Tournaments and The Champion ofFISCA 2020 will get Trophies by post office.
5.4. The cash prizes presented on Section 5.5 are subject of taxation according Romanian laws(10% for amounts exceeding 120 euro) and will be paid no later than the first Wednesday after the last game is over, following the anti-cheating checking process is finalized.

5.6. The ChessCOM subscriptions offered as prizes for the E, F, G, H, I, J, K Tournaments are Diamond Level and are available only for the accounts used by winners during the FISCA2020.
5.7. The ChessCOM subscriptions offered as prizesfor the A, B, C, D Tournaments are Diamond Level and are available only for the accounts used by winners during the FISCA2020.
5.8. All the benefits after paying the festival costs will be available as a Financing Fund for the players born 01.01.2008, which will receive grants based on a project competition (details to be followed), starting 01.07.2020.
5.9. The prizes cannot be cumulated and are awarded according the final rankings described on 5.1 and 5.2 paragraphs.
6. Technical aspects
6.1. All the games from A-K Tournaments will be played on ChessCOM.
6.2. In order to participate at the A-D Tournaments each participant must have:
a) A device (Laptop/PC) ready for Internet connection.
b) Internet connection.
c) User account at ChessCOM
d) The ZOOM app installed on the device described on point a).
e) User account at ZOOM platform.
f) The Skype app installed on the device described on point a).
g) User account on Skype platform.
6.3. The playing procedure for the A, B, C, D tournaments is as follows:
1. The player logsin both Skype and ZOOM, using credentials received from the organizing team, starting 15:30 EEST.
2. The player modifies the Display Name shown in the ZOOM conference, using the string: [table number] –[colour B/W] –[name].
For example: IfMagnus Carlsen plays at third tablewith the white pieces, he will edit his Display Name: 3 – W – Carlsen Magnus.
3. The player logs in ChessCOM starting with 15:50 EEST and enters the Play Area -LiveChess
4. The players wait his game to start automatically between 16:00 –16:10 EEST
6.3. The playing procedure for the E, F, G, H, I, J, K tournaments is as follows:
1. The player logs in ChessCOM starting with 19:30 EEST and enters the Play Area -LiveChess
2. The player accesses The Tournaments Area and choose Upcoming
3. The player selects the Tournament.
4. The player presses the orange button Join.
5. The player waits for the tournament to start automatically at20:30 EEST.
6.4. If ChessCOM cannot schedule the games of any round in the A, B, C, D Tournaments, for any reason, then those games will be scheduled the next day, prolonging FISCA2020 accordingly.
6.5. If ChessCOM cannot schedule the games of any round in the E, F, G, H, I, J, K, Tournaments, for any reason, then those Tournaments will be scheduled starting with 17.05.2020.
6.6. Waiting time for A, B, C, D Tournaments is set at 30 minutes.
6.7. All the players can request unlimited BYEs with 0 (zero) points during A, B, C, D Tournaments only by email academia@hannibal.ro, no later than 10:00 EEST on the day of the round.
6.8. The player who losestwo games by not showing up without informing the organizers according to 6.7 is withdrawn from the FISCA and loses any right for a refund, or for a prize.
7. Fair-Play
7.1. All the games fromFISCA2020 are checked by a team of professionals, managed by Swayams Mishra in association with ChessCOM.
7.2. The suspicious games are pointed out to the organizers, no later than 60 minutes following the finalisation of the last game of the round/tournament by email at academia@hannibal.ro using the email from the registration form, otherwise the complaints are not valid.
7.3. The Fair-Play Team will address the complaint in 24 hours from the moment the email is received.
7.4. Each player has the right for two wrong complaints(suspicions which are not confirmed), after that every complaint will be taken into further assessment after a 50euro deposit transferred by PayPal, amount which will be refunded entirely in case of the suspicion is deemed valid.
7.5. During the games from A, B, C, D Tournaments:
a) The players shall have the Skype open, in order to be contacted anytime by the arbiters,
otherwise they will lose their game in that specificround.
b) The players shall have ZOOM video camera on, in order to be seen anytime by the arbiters, otherwise they will lose their game in that specific round.
c) The players shall not have in their room other electronic device than the one used for playing otherwise they will lose their game in that specific round.
d) No other person will stay in the playing room, otherwise they will lose their game in that specific round.
e) The players cannot leave the room without informing the arbiter through the private chat of the ZOOM, otherwise they will lose their game in that specific round.
f) The players consent to allow the arbiters to check remotely their electronic device used for
playing, in order to clarify some suspicious situations, otherwise they will lose their game in
that specific round.
7.6. The players who are declared as cheaters by the Fair-Play Team are eliminated from any ranking of FISCA2020, without the right to request a refund, a prize, or to play any more game, and their name will be made public.
7.7. By sending the registration form all the players consent to show their real name in the ChessCOM, account, in order to take part at the competitions and receive prizes.
7.8. By sending the registration formall the playersconsent to agree the Anti-Cheating policy ChessCOM and fully cooperate with the Fair-Play Team, in order to clarify the litigation situations.
7.9. The Organizers reserve the right to amend the Regulations, in order to improve the quality of FISCA2020, players being notified with one day prior the entering into force of the new amendments.
Any changes or additions will take effect in the future.
8. Final dispositions
8.1. A minimum of 150 players must register for D tournament so that it may take place, otherwise The Festival Organizer reserves the right to cancel the tournament.
8.2. Participation in the tournament implies acceptance by the player that his or her personal details and games information may be published in different media that the Organization considers desirable for better publicity of the event.
8.3. Players may use Chess Sets during the games of A-D Tournaments.
8.4. Any complaint regarding FISCA2020 will be sent at academia@hannibal.ro.
