GENERAL REGULATIONS
1. Invitation
Latvian Chess Federation, and the European Chess Union have the honor to invite all European Chess Federations affiliated to FIDE and ECU to participate in the EUROPEAN YOUTH CHESS CHAMPIONSHIP organized in Riga, Latvia from 19th August (arrival) to 30th August (departure) 2018.
2. Participants & registration
2.1. Each federation can register one (1) player in each of the categories - under 8, 10, 12, 14, 16 and 18 (boys and girls), the maximum number of twelve (12) players (“invited players”).
2.2. The players placed 1-3 in the European Youth Chess Championship 2017 will have the personal right to participate in the tournament in the corresponding age-category or a higher age-category if they fulfil the conditions that they have not reached the age of 8, 10, 12, 14, 16 or 18 years, respectively, by January 1st 2018. This privilege may be exercised once exclusively in the subsequent year following the year of the qualification.
2.3. In order to ensure proper tournament standards, all invited players and extra players have to register through their national federations. The entry form should be filled in by the national federation on the official website of the championship. Registration must be done before 18th of June 2018 (registration deadline). After that, federations will not be able to register or modify any registrations. After this date all the registrations have to be confirmed by the organizer and the ECU.
2.4. Each federation can register an unlimited number of extra players.
2.5. According to the ECU Rules (Article B.14.5.1) for youth tournaments the players are obliged to stay in one of the official hotels.
2.6. Access to playing areas, venues and the hotels will be allowed only to people accredited by the organizer.
2.7. Players with FIDE ID registered in the Bulgarian Chess Federation can send the application of participation only individually, through the ECU secretariat (ecu.secretariat@gmail.com) and play under the FIDE or ECU flag.
3. Venue, Dates & Schedule
3.1.The championship will be held in Riga, Latvia from 19th of August (day of arrival) until 30th of August 2018 (day of departure). The venue of the tournament will be International Exhibition Centre Kipsala, which is located on Kipsala Island, less than 2km from Riga Old Town (8 Kipsalas Street, Riga, Latvia).
3.2. Schedule of tournament is the following:

Players from those federations, which are not represented at the technical meeting, may not be paired according to the decision of ECU board.
4. Fees
4.1.In accordance with the ECU regulations the entry fee of 65 EUR is required for each invited player and player with a personal right; and 130 EUR for each extra player.
4.2. According to the ECU regulations, federations are obliged to make the payment of the ECU fee on the ECU bank account before the start of the competition. If the entry fee does not reach the ECU bank account by the end of the second round, these participants will not be paired in subsequent rounds. 4.3.The organization fee of 100 EUR for all participants (invited player, players with personal right, captains of delegation, extra players and accompanying persons) must be paid by 22nd of June 2018 to the bank account of Latvian Chess Federation.
5. Travel conditions
The organizer can arrange the transfer from the Riga airport, Riga International Coach Station or Riga Railway Station to the official hotels of the tournament. Transfer on the first day (19th of August) and the last day (30th of August) will be free of charge for all registered
participants. On other days the organizer will charge 10 EUR per person (both ways) for these people.The distance is 7-9 km (15 - 30 min by bus depending on traffic).
6. System & Rate of Play
The championship is based on Swiss system in accordance with the ECU Tournament Rules and FIDE Rules of Chess. The time rate will be 90 minutes for 40 moves plus 30 minutes for the rest of the game with an increment of 30 seconds per move, starting from move one. Default time is 15 minutes after the start of each round.
7. Ranking & Tie-Break System
The order of players that finish with the same number of points shall be determined by application of the following tie-breaking procedures in sequence, proceeding from (a) to (b) to (c) to (d) to (e) the extent required:
a) Results of direct encounters between the tied players (If all the tied players have met each other, the sum of points from these encounters is used. The player with the highest score is ranked number 1 and so on. If some but not all have played each other, the player with a score that could not be equaled by any other player (if all such games had been played) is ranked number 1 and so on.)
(b) Buchholz Cut 1
(c) Buchholz
(d) The greater average ELO rating of the opponents
(e) The greater number of wins.
In the case of unplayed games, for the calculation of tiebreak criteria the current FIDE Tournament Rules shall be applied.
8. Qualifying & Prizes
11.1. The first three players in each group will be awarded medals; the first five players in each group will be awarded cups, diplomas and prizes.
11.2. Each participant will receive presents.
11.3. The total amount of all prizes and presents will be 10.000 EUR at the minimum.
9. Arbiters & Appeals Committee
The Chief and Deputy Arbiters as also the Appeals committee members will be appointed by the European Chess Union.
10. Appeals Procedure
Protests against decisions of the Chief Arbiter must be submitted in written form to the Chairman of the appeals committee within one hour after completion of the respective game. The protest must be accompanied with the sum of 200 €, as a deposit from the signatory. If the appeal is granted, the sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to the European Chess Union. The appeal has to be lodged by the player. The decisions of the Appeals Committee are final.
11.Lodging and Meals
11.1. Accommodation will be provided on the full board basis (buffet) in Riga per person for the period August 19-August 30 as follows. Each national federation is allowed to choose the level of hotels (5*, 4*, 3* or Hostel). All invited and extra players of the same federation will be accommodated in the chosen type of hotels. The federations are served on the first came – first served basis.
11.2. Invited players, players with personal rights and delegation chiefs (only with a FIDE Trainer licence) will be accommodated with full board in double or triple rooms in the category selected by the federation. Booking and payments for these rooms must be made and sent to the organizer no later than 22nd of June 2018. The booking is considered to be assured when organization fees are paid. Invited players, players with personal rights and delegation chiefs who are registered after the 22nd of June 2018, pay an extra charge of 100 EUR each. All the above-mentioned payments are non-refundable if the booking is cancelled. Free lodging and boarding will be provided from 19
th of August (dinner) to 30th of August (lunch). Any additional overnights will be charged as at 7.3.
11.3. Extra players, coaches and accompanying persons will be accommodated at the same hotel as other players of the same federation. All extra players are obliged to stay at official hotels. Booking and 50% payments for their rooms must be made and sent to the organizer no later than 22nd of June 2018. The rest of payments must be finalised by the 19th of July 2018.
11.4. All the above-mentioned payments are non-refundable if the booking is cancelled. Lunch is served at the playing hall for all participants. Lodging per person with full board (full board includes breakfast, lunch and dinner):

13. Additional Regulations
13.1. Flashes may be used only in the first ten minutes of each round. Only the players and arbiters shall be allowed in the actual playing area, except with the express permission of the Chief Arbiter.
13.2. The European Anti-Cheating rules are valid for all the European Championships. (Article Q of of the ECU Tournament Rules).
13.3. During European Youth Championship random Anti-Cheating inspections are possible.
14. Medical care
During the Tournament there will be Medical Services according to the ECU and FIDE Tournament Regulations.
15. Local Information
The standard voltage in Latvia is 220 Volts.
The local currency is EURO.
16.Visas
Latvia is a member of EU and Schengen area with no visa regime with most of the European countries. The federations, players and accompanying people needing visa are requested to contact the organizer till 22nd June 2018. The organizer will provide invitations for visas only after the necessary payments.
